The Council, which

adopted unanimously - the Resolutions of the Finance Committee, has voted that
further progress should be made with the Bill proposed by the Crown Agents. I have
undertaken to request your
sanction for the issue locally by the Colonial Treasury, under the
authority of an Ordinance, of _
Debentures, in the
manner
recommended by the Finance
Committee. In order to save
time
time, the new Ordinance will be
introduced at once;
but
no action
will be taken upon it pending
your approval.

As I stated in the
Speech with which I opened the present dession, it is probable $400,000 that only about Four hundred-
thousand dollars will be required
to be raised during 1886. But it
is calculated that the existing balances will be exhausted in next cApril; so it will be necessary to provide funds before that time
